Educators' Remuneration

This serves as a guide on the progression and promotion structures for government-employed educators.

Relative Education Qualification Value (REQV)
A relative value is attached to an approved qualification or combination of qualifications in accordance with the measures as set out in the policy "Criteria for the Evaluation and Recognition of Qualifications for Employment in Education” published by the Department of Basic Education.  The requirements in respect of REQV are as follows:
  • 10:   Grade 12 only
  • 11:   Grade 12 plus one-year qualification
  • 12:   Grade 12 plus two-year qualification
  • 13:   Grade 12 plus three-year qualification
  • 14:   Grade 12 plus four-year qualification

Determination of Salaries
An educator is appointed to the lowest salary notch of the salary range applicable to their qualifications (REQV) and the post to which they are appointed.
After having completed 24 months employment period, an eligible first-year educator will qualify for pay progression annually.
For the purpose of determining the starting salary of an educator with experience outside public education, additional notches may be granted based on actual teaching and/or appropriate experience.
The minimum and maximum notches for educators according to their REQV are indicated below. Note that 2 adjustments were made in 2019 with a translation of the minimum and maximum notch indices

Salary Progression
From July 2010, educators received one notch progression (at least 1%) on 1 July of each year, until July 2018 where pay equalisation was implemented in two phases, an increase of 1.3% in July 2018 and 1.5% from July 2019 going forward. 

Salary Promotion
The salary of an educator who is promoted must be adjusted to the minimum notch of the salary range applicable to the higher post level, provided that the educator’s salary is at all times increased by at least 6%, irrespective of whether the current notch code falls below or within the higher salary range. If an educator is appointed to a higher post level/ principal post with a higher grade on the same date that they would have been eligible for progression, the progression will first be implemented after which their salary will be adjusted.
