Progression and promotion structures for Public Service Act appointees not covered by Occupation Specific Dispensation.

In general, Public Services Act employees receive a 1.5% notch increase above inflation every year.

With effect from July 2012, employees who are employed by the Public Services Act for the first time, have to undergo two years of probation before receiving a notch increase. After the two years, they will receive annual notch increases.

There are 12 salary level earnings for Public Services Act appointees not covered by OSDs.  

Salary levels 1 to 3 are the unskilled levels where the progression from Grade 1 (with 5 years of continuous service) to Grade 2 can happen with satisfactory service (or with promotion to a Grade 2 position). The same holds for 2 (with 20 years of combined continuous service on salary levels 1 and 2) to 3.

Salary levels 4 to 8 are the semi-skilled levels where the progression from Grade 1 (with 5 years of continuous service) to Grade 2 can happen with satisfactory service (or with promotion to a Grade 2 position).  The same holds for 2 (with 20 years of combined continuous service on salary levels 1 and 2) to 3.

Salary levels 9 to 12 are the skilled levels where employees on salary levels 9 and 11 with 15 years of completed continuous service on the specific salary level shall progress to salary level 10 and 12 respectively.

Salary progression from levels 3 to 4, 8 to 9, and 10 to 11 cannot happen without a promotion to a new job at the respective next level.
